Provide configurable rights to punch-in/out

Description

  1. Admin should be able to configure (swith on/off) the system to:
    1. Disable the "Time" field in the Punch in -Out screen so that it only shows the current time. - http://www.orangehrm.com/wiki/index.php/Separate_Punch-in/out_and_project_time#Time_Entry_Configuration
    2. Not allow users to edit their own timesheets. They should be able to view it but not edit it. Keep the editing capability only with the Admin/HR.
  2. These should be 2 separate settings.
